If something is record-breaking, it surpasses any previously set records.

For example:

You will have to run very fast to achieve a record-breaking time in the marathon.

The most an athlete could ever wish for is to go down in history by achieving a record-breaking result.

Don't confuse it with

If something is off the record, it is intended to be confidential and not made public.

For example:

Interesting fact

Day thirteen of the London 2012 Games was a record-breaking day. Jamaican sprinter Usain Bolt won gold in the men's 200m, making him the first athlete to win gold in the 100m and 200m in two consecutive Olympic Games. Kenyan middle distance runner David Rudisha also won gold in the 800m, and managed to break the world record in a time of 1:40.91.
